These are local bodies for consultation, exchange, animation and promotion involving all the players concerned at the local level, for the management of water resources. CLEs are the basic links in the integrated management of water resources at the sub-basin scale. Local representative of the Water Agency to which it reports, the CLE does not have legal personality and is under the technical and financial supervision of the Water Agencies to which it reports. The CLE management areas correspond to the sub-basins or portions of hydrographic sub-basins that structure the area of competence of the Gourma Water Agency.
